The Utah State Bulletin (Bulletin) is an official publication of the Division of Administrative Rules, mandated by Section 63G-3-402. It is Utah's equivalent to the Federal Register. The Bulletin includes proposed rules, rule analyses, notices of effective dates, and review notices. It also includes public notices, and Governor's executive documents. The Bulletin typically contains the full text of administrative rules. The Bulletin is an electronic publication that is issued on the 1st and 15th of each month. A summary of the Bulletin without the text of changes -- the Utah State Digest -- is also available online.
