(1) In intelligence: Asking for asylum in exchange for being debriefed on all one knows about an adversary's operations. (2) In game theory: The Notion that it may be the most rational choice for a state to defect from cooperation and proceed alone, rather than take the chance that: another player will be the first to defect.
