The Office was formerly the staff of the Utah Legislative Council. The official creation date of the Legislative Counsel Office was 1947, and Legislative Research was created in 1975. SB 218 (1975) Legislative Organization Act by Senator Karl N. Snow, Jr. effective March 25, 1975 took the interim study responsibility from the Legislative Council and placed it with the entire Legislature through standing committees which were continued through the interim as study committees. The Management Committees were created in this legislation to provide overall policy direction for the study committees and staff and the research staff of the Legislative Council became the Office of Legislative Research.
