The Utah Commission on Economy and Efficiency in Government conducted a study of state government with results presented to Governor Norman H. Bangerter on March 19, 1986. To address concerns that state government services satisfy the needs of taxpayers and do so in a cost effective manner, State Committees on Productivity and Excellence (SCOPE) were created to evaluate state programs and determine if they are in the best interest of Utah taxpayers.
