Office of the Legislative Auditor General The mission of the Office of the Legislative Auditor General is to serve the citizens of Utah by providing objective information, in-depth analyses, and useful recommendations that help legislators and other decision makers: This office reviews and evaluates state programs to determine if they are successful and operate as efficiently as possible. The Legislative Auditor General's Office was created in 1975. The office was established in July 1965. It was authorized by a constitutional amendment passed in 1972, and it was implemented by provisions SB 218 (1975) Legislative Organization Act by Senator Karl N. Snow, Jr.effective March 25, 1975 (Laws of Utah 1975, ch. 109). The first Legislative Auditor General was Lennis M. Knighton. An early criticism of the position was that as elected official the State Auditor is responsible to the people, "whereas an appointed one is subject to the whims of a legislative committee" (Deseret News, December 25, 1976).
